With over 25 years of professional experience, Sergio Fienga has gained extensive experience in public procurement and concessions, with a particular focus on the port, airport, defence and transport sectors, as well as in urban planning, where he has assisted national and international funds in their analysis of the acquisition of significant real estate assets, paying particular attention to environmental law issues and providing specific advice on pollution protection.
He has developed solid and wide‑ranging experience in transactions involving regulated sectors and matters of public interest, including energy and natural resources, water management, telecommunications, pharmaceuticals and biomedical. In the energy & infrastructure space, he has supported clients across various industrial segments—from renewable energy and energy efficiency to waste‑to‑energy, integrated water services and oil & gas—assisting leading Italian and multinational companies as well as financial institutions in strategic transactions aimed at advancing their industrial plans.
He has also advised major operators, public entities, publicly owned companies and investment funds on the management of works, projects and services of general interest and on the preparation of public-private partnership initiatives and offers and project finance in various sectors, with a particular focus on energy‑efficiency investments, smart services and local public transport.
He regularly assists his clients in litigation, including in proceedings before the Constitutional Court, the Court of Justice of the European Union and the European Court of Human Rights. He is also the author of several publications on administrative proceedings, procurement, environmental law and energy.
Since February 2026, he is an Equity Partner at Fivers Studio Legale e Tributario, after having been a partner and head of the Rome office and the administrative law department of the law firm Pedersoli, which later became PedersoliGattai.
