Antonio Papi Rossi has over 30 years’ experience in administrative law, advising clients both in litigation and in out-of-court matters. He joined FIVERS as an equity partner in 2023.
After graduating in constitutional justice under Professor Valerio Onida, he began his legal career in 1994. As an administrative lawyer, he has worked at leading national and international law firms, including Pavia e Ansaldo, Orrick Herrington & Sutcliffe, Greenberg Traurig Santa Maria (partner from 2008 to 2013) and AMMLEX (partner from 2014 to 2023).
He has a proven track record in litigation proceedings before administrative judges (TAR and Consiglio di Stato), assisting both private and public clients in all areas of public law litigation. His practice also extends before the specialized courts (Tribunali delle Acque Pubbliche) and accounting (Court of auditors).
He advises on the following subjects: public services, works and supply contracts, concessions - including project finance proceedings - regulated department (independent, antitrust and supervision authorities), energy and integrated water service, construction and real estate.
He was a Milan Bar Association councillor for two council terms, until 2023 Administrative Justice Commission’s coordinator and elective councillor to the “Organismo Congressuale Forense”. He is a member elective of the Equal Opportunities Committee (2023-2017).
He is president and founder of “Avvocati per Niente OdV”, a charity organization born to protect the rights of homeless people Since 2021, he is independent councillor of Commissione Affari Economici della Diocesi (CAED).
He is an accredited lecturer at the Higher School of the Judiciary specializing in administrative law.
Pursuant to Ministerial Decree dated August 8, 2024, he was appointed as one of the eight members of the National Evaluation Commission for the recognition of specialist lawyer title.
He has been a regular speaker for over twenty years on administrative law conferences and he is ranked as a leading lawyer by the international guide Legal 500.
He is a member of the board of directors of the Association of Italian, German and French Administrative Judges (AGATIF), is a member of the Italian Energy Association (AIDEN), the National Center for Prevention and Social Defence (CNPDS), the and the Lombardy Society of Administrative Lawyers (SOLOM).
